Summary: Optimize Container Balancer Iteration Scheduling

Container Balancer currently waits for the configured iteration interval before
starting the next balancing iteration.
This can result in a significant idle period after an iteration has completed,
even when the balancer has already finished processing all moves and is ready
to continue balancing.
For large clusters with substantial data imbalance, this increases the overall
time required to reach the target utilization.
The balancer should minimize unnecessary waiting between iterations.
