and interactive mode

Extending the start command of container balancer to provide an auto-config
flag allows start to populate its parameters from the recommend logic instead
of raw config defaults. By default it uses the medium profile recommendation.
--profile slow|medium|fast selects a different profile as the seed or by using
--balancingBandwidth.
Users can also use Interactive mode (--interactive) or override configs to
start balancer with recommendations based off of their provided config
overrides or provided bandwidth/profile: Same idea as dry-run
Existing start behaviour without these new flags must remain unchanged.
