Other issues that can be fixed here as well:
* When upgrade acceptance tests fail on the branch, the artifacts with logs are
not collected.
* Reduce the runtime of the rolling upgrade flow by doing the downgrade
non-rolling. Rolling downgrade covers the same combination of versions that
rolling upgrade already covered.
