Description:
BlockOutputStreamEntry (494 lines) follows the same pattern as the DataStream
entry wrapper removed in sub-task 5: lazy initialization and ~15 downcasts to
the concrete type. It also manages inflightCalls tracking and isHandlingRetry
coordination, which can move to
KeyOutputStream.
Remove the wrapper and have BlockOutputStreamEntryPool manage
RatisBlockOutputStream instances directly. Move lazy init to a factory method,
and relocate inflightCalls / isHandlingRetry tracking to KeyOutputStream.
Verification: all Ratis unit tests (from
[HDDS-16266|https://issues.apache.org/jira/browse/HDDS-16266]) pass.
