Have we considered the future expand of storage policy, for example, to support 
HDFS like ONE_SSD policy, which has one replica on SSD, and other replicas on 
HDDS, or WARN policy, which has one replica on HDD and other replicas on 
ARCHIVE? If yes, what will be the change of the storage policy, and storage 
tier? If not, is it because this usage is not that popular in reality?

   If you are adding a Uniform storage tier, you only need to add the 
corresponding enum to `StorageTier`.
   
   If you are adding a non-Uniform storage tier such as `ONE_SSD`, some 
adaptation is required, as the current implementation is based on the Uniform 
storage tier.
