Description: The task is to add a tool that takes input as a bucket and
outputs the total immediately purgeable vs the snapshot trapped bytes for the
bucket. This can be used whenever the user suspects their deletion is stuck to
evaluate whether the deletion is blocked because of snapshots (was: Transfer
trapped ownership during snapshot deleted-table moves.
This change handles trapped-accounting ownership during snapshot delete/move
operations. When {{SnapshotDeletingService}} moves deleted rows from one
snapshot store to the next (or AOS), trapped ledger ownership and trapped
counters are transferred consistently so store-owned accounting remains
accurate.)
