The final approach decided was the following:

1) Key revocation on originalAccessKeyId only in rocksDB
2) Add creationTime to the STS token
3) When the revoke CLI command is issued, it would revoke only the tokens that 
were created before that time.  Tokens created after that time by the 
originalAccessKeyId would still be valid.
