Summary: Investigate using existing volume layout versions

Currently the version file for each datanode volume has a layout version field
that existed before the upgrade framework and is not used. The upgrade
framework tracks layout version for the whole datanode. This jira is to
investigate if this field could be used to assist during the upgrade process.
For example to easily determine if a volume needs to be reformatted during
upgrade.
