after HDDS-15424, the StreamBlock positioned reads through one-shot gRPC reads
that do not touch the sequential cursor.
Also we would like to cap KeyValueHandler readBlock buffer limits to the
remaining range, and delegate PREADBYTEBUFFER capability from the wrapped
stream.
