ListMultipartUploadsHandler always fetches an OzoneBucket before listing
multipart uploads, even when no expected bucket owner is specified. The listing
itself only needs the volume and bucket names and listing parameters. Fetch
bucket information only when required for owner verification, and call
ClientProtocol#listMultipartUploads directly. Preserve the volume and bucket
name validation previously performed by the bucket lookup.
