## What changes were proposed in this pull request? Call `ClientProtocol#getLifecycleConfiguration` directly in `BucketLifecycleHandler`. The `OzoneBucket` wrapper only delegates using the volume and bucket names, so fetching it adds an unnecessary `InfoBucket` RPC. Without the production change, 7 of the 13 GET lifecycle tests fail on extra bucket lookups.
