SCMUpgradeFinalizer#waitForAllPipelinesToDestroy, we call
pipelineManager#closePipeline with onTimeout=false. If we call it with
onTimeout=true, pipelines are closed normally. Still need to investigate why
this is the case and if this is the correct fix.
