Added clarifications in [b81b346fdf](https://github.com/apache/ozone/commit/b81b346fdf177955a90e73c7a16296b241c91c60): - Empty reads return `0`, including at EOF; nonempty reads at EOF return `-1`. - The EC proxy owns independent positioned reads. Its internal readers own mutable cursor/decoding state and therefore report `PREADBYTEBUFFER=false`. - Comments now explain why encrypted positioned reads need no synchronization, how wrappers check delegate support, and why concurrent test offsets are spread across the source. This commit only changes comments. I also checked the exception handling against Hadoop 3.4.3; no exception-type changes were needed.
