Yes, that's right — connectionMaxTtl isn't aimed at the 429s.
WAGON-545 reports Azure dropping connections idle for more than four
minutes; since connectionMaxTtl controls total connection lifetime rather than
idle time, 25s keeps pooled connections well below that limit.
