Review Comment:
The Ozone client never mixes request types on one stream.
StreamBlockInputStream sends only ReadBlock on its stream, and the classic path
opens a new stream for each request (sendCommandAsync: one onNext, then
onCompleted). So other request types can't refresh a block file's idle clock.
On classic streams the block file is never opened, so the idle check is never
scheduled and the lock is never contended.
