HDDS-15681 replaces protobuf-maven-plugin with
io.github.ascopes:protobuf-maven-plugin, requiring JDK 17+ and Maven 3.9.6+ to
build Ozone, including client modules.
The Next Maven build guide currently lists Java 1.8+ and Maven 3.6.3+. Update
the prerequisites in apache/ozone-site:
{{docs/08-developer-guide/01-build/01-maven.md}}
Clarify that these are build requirements; client modules still target Java 8
bytecode. Preserve the documented requirements for existing releases.
