## What changes were proposed in this pull request? CompleteFinalizeUpgrade is intended for OMUpgradeFinalizeService, but normal client dispatch also accepts it. Reject external submissions in preExecute() with INVALID_REQUEST. Internal completion continues through direct Ratis submission, which bypasses preExecute().
