HDDS-16940 makes {{test}} goals cacheable in general, but cache is not
populated if Maven does not start with {{clean}} state. Separate {{mvn clean}}
command is not eligible. Reorganize Maven commands in {{junit.sh}} to make
build/test results cacheable.
