Summary: Doc build fails because ZDU design doc lacks required
front matter

{{hadoop-hdds/docs/content/design/zdu-design.md}} (added in HDDS-14498) only
sets {{jira}} and {{authors}} in its front matter. The design doc templates
expect {{title}}, {{summary}}, {{date}}, {{status}} and {{author}}.
With older Hugo (e.g. 0.111.3), building docs without {{-DskipDocs}} fails:

unable to cast <nil> of type <nil> to Time

With Hugo 0.152.2 (used in CI) the build passes, but the page renders with an
empty title, authors, status and summary, and the date 0001-01-01.
Fix: add the standard design doc front matter to {{zdu-design.md}}.
