Thanks @cchung100m for working on this. This is just my understanding, so please feel free to correct me if I'm wrong. I think the NPE is just a symptom here, so simply having scm --init log a warning might not be enough. SCM startup would still fail anyway. The real question is how we should report this wrong configuration back to the user. What do you think?
