Publish a blog post on the Apache Ozone website explaining EC decommission
bottlenecks (single-source 1:1 replicate from the decommissioning Datanode and
head-of-line blocking), the HDDS-15014 SCM approach (load-based EC
reconstruction during decommission, global reconstruction cap, safe fallback to
replicate), configuration keys, and HDDS-15075 metrics.
Deliverable: ozone-site PR with index.md and three SVG diagrams.
