Before this PR, an `IOException` from `initializeOmTables` at startup was thrown out of `ReconOmMetadataManagerImpl.start()`. `OzoneManagerServiceProviderImpl.start() `caught it, logged "`Error starting Recon OM Metadata Manager.`", and set `INTERNAL_ERROR`. (`updateReconOmDBWithNewSnapshot` is not on this path. It runs only in the `RuntimeException` branch.) Now the new catch swallows that exception as well and only logs it. Startup continues in the same state either way, so only the log message and the health flag differ. -- This is an automated message from the Apache Git Service.
