Should each area listed above have a representative 5-node test, or should the
existing 3-node test suites run with both 3 and 5 nodes?
For the selected scenarios, is successful operation and one OM leader failover
sufficient, or should we also verify continued operation with two voting nodes
unavailable?
* Finalization: normal finalization, lagging-node recovery through snapshot
installation, or both?
* Follower reads: LINEARIZABLE reads with leader lease enabled, disabled, or
both?
* Listeners: replication and leader failover with five voting OMs plus
listeners, or also verification that listeners do not contribute to quorum?
* Snapshots: FSO/OBS snapshot access after failover, installation on a lagging
OM, or both?
* Secure OM: Kerberos startup and authenticated access, or authenticated
operations across leader failover as well?
I suggest delivering the agreed coverage in separate PRs.
