## What changes were proposed in this pull request? Fix caching issues in `hdds-rocks-native`: 1. `compiler:compile` is not cacheable -> declare `native/javah` as output > Goal execution marked as not cacheable: Build caching was not enabled for this goal execution because '/home/runner/work/ozone/ozone/hadoop-hdds/rocks-native/target/native/javah' was used as a command line argument, but not declared as an input or output. > https://develocity.apache.org/s/kwi3wfv4ti776/timeline?cacheability=any-non-cacheable&goal-execution=compiler:compile&hide-timeline&outcome=success,failed&sort=execution 2. `surefire:test` always gets cache miss due to non-repeatable output in `CMakeConfigureLog.yaml` -> delete it, just a log file https://issues.apache.org/jira/browse/HDDS-17160 ## How was this patch tested?
