Ozone does not currently enable GitHub auto-merge or a merge queue. Its CI
workflow also needs to handle merge_group events before queued pull requests
can be validated against the latest master.
Enable auto-merge and a squash merge queue for the default branch through
.asf.yaml. Reuse the existing CI workflow for queued commits and require a CI
passed check that waits for the workflow result. Start with one queued build at
a time to limit CI load.
