Resolution: Implemented
Resolving as implemented. TestSnapshotBackgroundServices already bootstraps an
inactive follower, transfers leadership to it, and verifies snapshot/key
deletion, compaction-log handling, SST backup pruning and SST filtering. It
also checks subsequent snapshot-diff results. These tests cover the
background-service correctness scope described here.
