When finalizing from a snapshot, the DB will contain the latest apparent
version, but the version file will leave off where the last upgrade action
ended/failed. On startup, finalization should resume from what the version file
indicates and catch up to the DB. This is supposed to already be implemented,
but it is not covered by any tests.
