Description:
Remove all {{pull_request}} triggers, see

Start with smaller repos to reduce disruption.
Remove branch filters that were added to prevent duplicate push and
pull_request runs (dependabot, etc.).
For apache/ozone and apache/ozone-site we will need to migrate title validation
to a scheduled workflow.
