## What changes were proposed in this pull request? Remove all `pull_request` triggers to reduce GitHub runner usage. See [discussion](https://lists.apache.org/thread.html/dg1n5j4bmot5jxc9bzwg3f52cs46tyk3) for details. - Remove branch filters that were added to prevent duplicate `push` and `pull_request` runs (e.g. dependabot). The `push` run will no longer be a duplicate. - Remove references to `github.event.pull_request` etc. Starting with smaller repos (like this) to reduce disruption. https://issues.apache.org/jira/browse/HDDS-17300 ## How was this patch tested?
