## What changes were proposed in this pull request? During Recon initialization, the Namespace Usage page displays duplicate notifications from the usage and summary API responses. This patch removes the initialization notification from NUMetadata, leaving the page responsible for the notice. Summary and quota rows remain hidden while initializing. The shared notification helper remains unchanged because the old UI still relies on it. ## What is the link to the Apache JIRA [HDDS-17411](https://issues.apache.org/jira/browse/HDDS-17411) ## How was this patch tested? The regression tests were updated first and confirmed to fail before applying the fix. - All 13 tests in NUMetadata.test.tsx and NamespaceUsage.test.tsx passed after the fix, covering hidden metadata rows and a single page initialization notice. - ./hadoop-ozone/dev-support/checks/checkstyle.sh passed. - git diff --check passed. -- This is an automated message from the Apache Git Service.
