{{TestDirectoryDeletingService}} takes about 200 seconds. Each of its 19 test
cases starts a single-node OM via {{OmTestManagers}}. Each startup spends about
5 seconds waiting for the default Ratis election timeout before the OM elects
itself.
Setting a short first-election timeout for this test cuts the class time from
about 205s to 113s locally. Steady-state election timeouts are unchanged.
HDDS-12772 did the same for SCM and datanodes in MiniOzoneCluster. Applying it
to {{OmTestManagers}} or OM in MiniOzoneCluster could be a follow-up.
