## What changes were proposed in this pull request?
Drop some duplicate acceptance test combinations to reduce runtime while
keeping coverage.
1. Keep full EC test in `ozonesecure`, but minimize to `ec/basic.robot` in
`ozone`.
2. Reduce S3 combinations to:
- Ratis + OBS + encrpyted (secure) + HA
- Ratis + OBS + linked buckets + secure + Vault + non-HA
- EC + FSO + secure + non-HA
- Ratis + LEGACY + unsecure + HA
Test cases where bucket type is not important are run only in the first
one.
3. Keep full Freon test only in secure HA.

(#11722 proposes running scripts separately instead of bundling them in
suites, so HA-secure will no longer be on the critical path, since it includes
4 different scripts currently.)
