## What changes were proposed in this pull request? If a follower SCM is somehow behind applying Ratis transactions when the leader SCM is finalized and then some datanodes get finalized and then the finalized DNs are restarted, when they register with the lagging SCM it will see their version as ahead of its version and throw an exception on registration. That exception will caused the DNs to shutdown even if they have successfully registered with the leader SCM. This was found via static analysis using AI and in practice is unlikely to be hit, but the fix is simple and hence we should fix it.
