## What changes were proposed in this pull request? Compare IP literals by address bytes when matching user-supplied IPv6 text forms in datanode listing, decommission status, container-balancer include/exclude lists, and the SCM address lookup index. Hostname behavior and datanode address values/display remain unchanged; the private lookup index uses canonical keys. ## What is the motivation for this change? [HDDS-17136](https://issues.apache.org/jira/browse/HDDS-17136) reports that equivalent IPv6 forms (for example, `2001:db8::1` and `2001:db8:0:0:0:0:0:1`) fail exact string matching, causing address filters and lookups to silently miss the datanode. ## How was this patch tested? - `git diff --check` passed. - Attempted targeted Maven tests with task-local Temurin JDK 21 and Maven 3.9.9. The build stopped before test execution in `hdds-interface-client`: its protobuf invocation could not locate a generated `protoc-gen-*` executable on this Windows host. No test suites ran. - Targeted `checkstyle:check` completed with `BUILD SUCCESS`; it reported 1109 violations in `hdds-common` and zero in `hdds-server-scm` and `ozone-cli-admin`.
