## What changes were proposed in this pull request? Do an initial copy of design docs from the ozone repo to the ozone-site repo. The docs will have all static analysis skipped and only be modified enough to build and render in the website. There are many formatting issues and some pages are basically just links to content hosted elsewhere, which we should import. Because of this, the docs are left as draft (only rendered in dev builds) until the issues are fixed in HDDS-17496 and HDDS-17497. ## What is the link to the Apache Jira?
