Description:
Convert existing CreateBucket and SetBucketProperty request validators to
OzoneManagerVersion.BUCKET_STORAGE_POLICY_SUPPORT. Review strip-versus-reject
behavior for explicit policy on create; recommended fail-fast, with product
sign-off. Cover fallback flag and unset semantics.
*Reason: *Only OM can authoritatively prevent unfinalized, incompatible bucket
metadata from entering OM Ratis.
*Acceptance criteria:* Policy-free requests work pre-finalization;
policy-bearing mutations follow approved failure contract; no incompatible
persisted metadata; post-finalization success; tests updated intentionally.

Migrate OMBucketCreateRequest and OMBucketSetPropertyRequest validators to the
new component version. For create, explicitly decide between the existing
pre-finalization strip-and-succeed behavior and the recommended reject explicit
policy/fallback behavior. For set-property, continue rejecting storagePolicy,
allowFallbackStoragePolicy and unsetStoragePolicy until finalization. Keep
no-policy operations compatible. Update the corresponding integration tests
only after the behavior decision is accepted.
*Why:* The OM server must reject metadata it cannot safely replicate and
persist; relying on client checks alone is unsafe because clients may be older,
newer or bypass the normal SDK. Silent stripping can report success despite
lost user intent.
*Acceptance criteria:* Behavior decision documented; pre-finalization
incompatible policy state never persisted; legacy operations pass; all three
update fields covered; post-finalization operations persist expected metadata;
invalid policy enum rejected.
