Description:
Currently ReplicationType.CHAINED is unused/not-implemented. We may use it for
pipeline V3.
- For CHAINED pipelines, disallow appendTransaction and applyTransaction in
ContainerStateMachine.
- For RATIS (i.e. v2) pipelines, disallow stream commands (i.e. stream
PutBlock).
