The HA Client Failover page says the OM client waits 2 seconds
({{ozone.client.wait.between.retries.millis}}) between every failover retry.
The client actually distinguishes two cases: round robin failover waits once
after trying every OM (with a single OM, before each retry after HDDS-17302),
while retries on the same OM requested by the OM (e.g. leader not ready) wait
linearly longer each time.
