## What changes were proposed in this pull request? Adds the RPC and client plumbing for the container ID export feature, so a client can start an export on the SCM leader and poll it. It builds on the export manager already merged, and a follow-up PR adds the CLI on top. - Proto (`ScmAdminProtocol.proto)`: new `SubmitContainerIdExport` and `GetContainerIdExportStatus` commands. The status response carries job id, state (RUNNING/SUCCEEDED/FAILED), filters, the batch/part/maxRows sizing in effect, ids written, elapsed time, tar path and error message. - SCM server: `SCMClientProtocolServer` and the server-side translator route both calls to `ContainerExportManager`. - Client: a new immutable `ContainerExportStatus` in hdds-common. `ScmClient`, `StorageContainerLocationInternalInterface`, the client translator and `ContainerOperationClient` each get the two methods. ## What is the link to the Apache JIRA [HDDS-15936](https://issues.apache.org/jira/browse/HDDS-15936) ## How was this patch tested?
