Following the review of HDDS-14119 (PR
[#9472|https://github.com/apache/ozone/pull/9472]), remove the numeric
container info code left over from the earlier short-based health-state
implementation.
ContainerInfo stores a ContainerHealthState enum reference. The enum’s numeric
values and conversion machinery are not used by production health-assessment or
reporting paths.
*Scope:*
- Remove the numeric field, lookup map, numeric getter, and fromValue()
conversion.
- Remove tests that only verify numeric assignments and conversions.
- Correct outdated comments describing short-based storage or memory savings.
- Preserve enum names, metric names, report categories, and health-assessment
behavior.
- Validate the remaining enum, report, and relevant RM tests.
This cleanup does not redesign health-state semantics or rename the enum.
