Description: Support storage policy feature and adaptation for container
balancer (was: A datanode can look balanced overall while its SSD is nearly
full and its DISK is nearly empty. Add separate storage-usage figures for each
type to the SCM response. Use these figures in the CLI commands that show
imbalance and estimate the work needed to balance it. Keep the existing overall
figures. If reports have no per-type figures, use the existing overall
calculation. )
