When SCM repairs a replica, use the same destination storage type when choosing
a datanode and when requesting the copy. Cover RATIS containers with too few
replicas, quasi-closed containers needing recovery, replicas that do not
satisfy placement rules (misreplication), and EC fragment copies needed for
maintenance or decommission. Select targets separately for copies that require
different storage types, and avoid selecting the same target twice. If one type
has no target, still allow other valid copies to proceed. Agree on a repeatable
rule for cases where source replicas report different types.
