{\{OzoneManagerRatisUtils#createClientRequest}} returns the abstract class
\{{OMClientRequest}}, which can't be wrapped in a JDK dynamic proxy. Add an
\{{IOMClientRequest}} interface for the methods callers use, and return it from
\{{createClientRequest}}, so client requests can be traced through a proxy. No
functional change.
