## What changes were proposed in this pull request? The following SCM maintenance thresholds are dynamically reconfigurable: - `hdds.scm.replication.maintenance.replica.minimum` - `hdds.scm.replication.maintenance.remaining.redundancy` `NodeDecommissionManager` copied these values during initialization. Consequently, after reconfiguration, `ReplicationManager` used the updated values while maintenance admission continued using stale values. This PR removes the duplicated cached state and makes `NodeDecommissionManager` read from the shared `ReplicationManagerConfiguration`. Ratis and EC maintenance admission therefore immediately honors dynamically reconfigured thresholds. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-17601 ## How was this patch tested?
