Description:
Selective CI checks only applies to pull requests. Push events trigger full CI
to get complete coverage data. Some files do not affect build/tests/coverage
at all, e.g. text content, config files for Git and IDEs, etc. We can skip CI
completely for changes touching only such fles.
In other repos (Docker, Helm Charts) both push and pull_request build should be
skipped.
