GetObject and HeadObject with partNumber on a multipart object should return
206 with Content-Range, as AWS S3 does. Ozone returns 200 without Content-Range.
This breaks file downloads with the AWS SDK for Java v2. From SDK 2.40.3,
S3TransferManager with the Java client and toFile on a multipartEnabled
S3AsyncClient fail on objects with two or more parts.
