## What changes were proposed in this pull request? On `ozone-2.2`, Recon accepts metadata with a layout version newer than its software supports. An actual 2.2.2-to-2.0.0 downgrade without restoring Recon's backup started successfully but returned empty namespace results for existing keys. Reject a newer metadata layout version with an error naming both versions and the recovery options. Construct the layout manager before starting Recon services. Add a regression test for rejection before upgrade-action registration or database writes, plus a matching-version control. This PR targets `ozone-2.2`. Current master already rejects unknown persisted versions through `ReconVersionManager`.
