Claude:
New work CHAINED needs: Every ReplicationType.RATIS check. There are about 41
in 34 main files. Most important: ReplicationManager's Ratis replica-count and
under/over-replication handlers skip anything that isn't RATIS. Without
changes, CHAINED containers would get no replication handling at all. Other
sites to update:
- RpcClient#createDataStreamOutput, which streams only for RATIS
- the hsync RATIS check
- ReconciliationEligibilityHandler
