Raft group removal and restart. ContainerStateMachine#notifyGroupRemove
quasi-closes every container in container2BCSIDMap, and
ContainerSet#buildMissingContainerSetAndValidate marks a container UNHEALTHY
when its bcsId is behind the snapshot. CHAINED change: StreamInitWithPutBlock
does not add the container to container2BCSIDMap, which HddsDispatcher does
today. Neither path then sees CHAINED containers.
