Description: HDDS-11813 reduced duplication by adding a reusable workflow.
Calling workflows in jobs is all-or-none, but some checks would benefit from
job-specific steps before/after. To avoid cluttering the {{check}} workflow
with those, it can be converted to a few GitHub actions. (was: HDDS-11813
